Oregon Tattoo Laws

Notice of Proposed Rule: The State Health Division, Advisory Council for Tattoo Artists shall do the following before adoption or repeal of any rule:

  1. At least 21 days before to the effective date , they should publish notice of adoption, amendment, or repeal in the Secretary of State's Bulletin referred to in ORS 183.360.
  2. According to the ORS 183.335(7), at least 28 days prior to the effective date the rule, mail such notice to persons on the Advisory Council for the tattoo artists lists.
  3. In addition to this lists, notice of rulemaking should be mailed to the following:
    • For the electrologisis practice:
      • Licensed electrologists;
      • Oregon Association of Licensed Electrologists;
      • Electrolysis schools in Oregon;
      • Oregon Dept. of Education, Private career schools;
      • American Electrology Association;
    • For the practice of permanent color and tattooing:
      • Licensed permanent color and tattooing;
      • National Tattoo Association
      • Professional Tattoo Artists Guild;
      • Alliance of Professional Tattooists;
      • Oregon medical association;
      • Board of Medical Examiners;

Procedures for tattooing and Permanent Color:

  • As a preventive way for contamination of the unused portion, all substances shall be dispended from containers while doing preparation, performance of service, and aftercare steps.
  • Each client's skin shall be cleansed (except areas surrounding the eyes), by washing it with a FDA germicidal solution. Use a clean and single- use paper products for placing the design on the client's skin before starting the tattooing work.
