Definitions:
- Tattooing - It means insertion of the pigment below the surface of the skin of a human body with the help of niddle, which result in an indelible symbol, which is easily visible on the skin.
- Department - It means the State Department of Health Services.

The Conference of Local Health Officers of California state shall establish safety standards and sterilization, sanitation for the persons, who are in the tattooing, body piercing, or permanent cosmetics business.
This department has to help them, to support the development of these specified standards. These are the standards which have to be directed at establishment and maintenance of sterile conditions as well as safe disposal of instruments.
These standards can be modified as, to protect customer from transmission of contagious diseases, which can be seen due to cross contamination of instruments. So there is necessity to review the standards by the department for review and consultation by July 1, 1998.

Everyone who is in the business of tattooing, body piercing, or permanent cosmetics have to register on or, before 31st December.
A registration process should include the following:
- Take a county health department released copy of the department's standards, sign on the acknowledgment receipt of the standards, and commit to meet these standards.
- Provide the business address and the address at which the registrant performs any activity as per the regulations of this article.
- Registration fee of $25 shall be paid to the county health department.
- Annual inspection fee of $105 shall be paid to the county health department.
- There is no any declaration about charging the additional fees to cover the cost of registration and inspection if at all necessary.

On or after 1st January, 1999, person who willing to do the business of tattooing, body piercing, or permanent cosmetics shall comply with the provisions of this chapter.
