South Carolina State's Marriage Ceremony Officiating Requirements

Any of these a licensed minister of the gospel or society of which he is a member in that state may perform marriages. After the marriage, Ministers have to complete the marriage license and provide a copy of it to the applicants and the second copy to the county judge of probate. Then the county judge of probate will issue the license in next 15 days after the marriage.
