How to access adoption records?

  • Obtaining non identifying information:

    Adoptive parents of an adoptee age 18 year or above are must, if under 18 may obtain non identifying information.

  • Obtaining identifying information:

    Adoptive parents of an adoptee age 18 year or above, and under than 21 may provision to receive information on file for the party that is on request.

  • Obtaining an original birth certificate:

    Before adoption an adoptee must petition the court in which the adoption was finalized.

Advertising used and facilitators in adoptive placements

  • Advertisement used : Statute: Ch. 28A, - § 14

    • It is not allowed for anybody to publish in newspaper or broadcast on radio, TV station an advertisement or any notice for the placement or reception of child of less than 16 years of age for adoption unless advertisement is placed by the licensed placement agency.

    • Advertisement shall contain the license or registration number issued to the provider.

  • Intermediaries or facilitators use : Statute: Ch. 28A, - § 11(c)

    • It is not allowed to anybody to facilitate the placement of a child in care or control of other person not related child by blood or marriage, or in care or control of organization which is not licensed or approved placement agency of adoption.
