Any one may adopt.
A married person need to petition jointly with the spouse.

Who can be adopted: Statute : - § 16-303

Any adult or minor.

Who can place a child for adoption : - § 4-1405

Any relative within the third degree
Any guardian
Any licensed child placing agency
The parent
